Portland NORML brought seven people to Salem today to participate in a hearing on SB936 & HB3400, bills that would, among other things, restrict medical marijuana grows within residential area to just twelve plants.
Portland NORML Executive Director Russ Belville testified to the committee (see testimony here) that such a change would affect over 5,000 patients who are served by >2-patient gardens and must be rejected.
He also testified in favor of ending the 12-inch rule for determining plant maturity and for allowing medical marijuana facilities to remain in place even if a school moves in within 1000 feet.
